Langley Law Firm is an Arizona AV rated insurance defense law firm. The firm began in October 2004 when its principals moved from active practice in California to Arizona. The firm consists of 4 attorneys and 5 support staff. The firm is a coverage, civil litigation and civil trial practice firm with an objective to provide clients with aggressive, professional and efficient representation. The firm also handles catastrophic personal injury, wrongful death and medical malpractice lawsuits on behalf of Plaintiffs, as well as Estate Planning and probate litigation.

Larry D. Langley

Larry Langley, Esq. Mr. Langley has been a coverage attorney and insurance defense litigator since 1973, having attained his Juris Doctorate degree from the University of San Francisco Law School. He is actively licensed in Arizona and California and has tried in excess of 80 jury trials in federal and state courts including several first party bad faith, serious injury, wrongful death, professional liability, trademark infringement and punitive damages cases. In addition to his many successful verdicts, his most recent defense jury trials in Arizona involved a tire tread separation rollover of a Ford Explorer which resulted in a successful unanimous defense verdict and a defamation, false light and breach of contract action against a Property Owners’ Association. Mr. Langley also obtained a defense verdict in an insurance bad faith action in California which he co-tried with his partner, Kathleen Langley. He has diversified expertise in construction defect, property, fraud, arson and coverage matters including examinations under oath and appraisals. He is also a licensed civil engineer in the State of California.

Mr. Langley is a member of the American Board of Trial Advocates (ABOTA), American Bar Association, Arizona and California Bar Associations, Defense Research Institute, Northern California Association of Defense Counsel, Arizona Association of Defense Counsel, and the Maricopa County and Scottsdale Bar Associations. He has presented at various continuing education courses and seminars including the ABA and the Property Loss Research Bureau. In 2004 he was featured in Law Technology News regarding his successful defense of a brain injury jury trial in Santa Monica, California.

Kathleen M. Langley

Kathy Langley, Esq. Ms. Langley is the managing partner for the firm and has been a litigator since 1982. She has handled several California state court jury trials to verdict involving wrongful death, catastrophic personal injury and dental malpractice claims, has tried and co-tried several jury trials in Arizona and has handled hundreds of binding and non-binding ADR proceedings, including arbitrations and mediations. She handles a variety of cases, including personal injury, wrongful death and medical malpractice matters, particularly in the area of misdiagnosis and failure to diagnose melanoma on behalf of Plaintiffs. As managing partner, she supervises and mentors the firm’s associate attorneys, paralegals and legal assistants and is responsible for teaching them trial practice skills. She has coached the firm’s former and present associate attorneys in several Arizona jury trials to verdict.

Ms. Langley received her Juris Doctorate degree from San Francisco Law School in 1981 and is actively licensed in the States of Arizona and California. She is a member of the Arizona and California Bar Associations, the Defense Research Institute, and the American Board of Trial Advocates (ABOTA) where she is currently a National Board Representative and Officer and Director of the Phoenix Chapter. She is a trained mediator and co-taught mediation and negotiation courses at Stanford and Hastings Law Schools. She was a faculty member at the Arizona College of Trial Advocacy for the years 2009, 2016 and 2017 and teaches "Civility Matters" at ASU Law School and for various Bar Association events. Ms. Langley also has been a member of the Board of Directors for a Scottsdale community association and is currently on the Board of Directors for a charitable non-profit corporation dedicated to cancer research. Ms. Langley is an active volunteer with HopeKids, a non-profit dedicated to providing events and activities for families of children with life-threatening conditions and she serves on HopeKids’ hospital visitation team for gravely ill children.


Steven Long, Esq. Steven Long has been practicing law since 2001 with active law licenses in Arizona and Nevada. Steven originally joined the Langley Law Firm in 2005 as an insurance defense litigator. In 2016, he branched out to develop his commercial litigation practice and later returned to the firm in 2017 as a partner.

Mr. Long’s experience and areas of practice include civil litigation, commercial litigation, insurance coverage, personal injury, construction defect, commercial creditors’ rights, insurance bad faith, uninsured and underinsured motorist claims, medical malpractice, minors’ conservatorship matters and product liability. He has handled hundreds of binding and non-binding alternative dispute resolution proceedings including arbitrations and mediations. He has also served as a court appointed arbitrator and has trial experience in civil, commercial, personal injury and medical malpractice cases. Steven has successfully developed clients and supervised attorneys, law clerks, paralegals and legal assistants.

Steven is an active member of the community as he annually volunteers as a youth sports coach and referee. He taught a high school “Street Law” program and has volunteered as an attorney coach in Arizona’s high school mock trial program.

Steven graduated with honors from Michigan State University with a bachelor degree in political science/economics. He received his Juris Doctorate degree from Wayne State University Law School and he is a member of the Arizona and Nevada State Bar Associations as well as the Arizona Association of Defense Counsel and Arizona Insurance Claims Association.


Troy Roberts, Esq. Troy Roberts is a litigator with broad legal experience. Troy joined the Langley Law Firm in 2017 after practicing complex civil litigation at a large regional law firm. His practice areas include products liability (including emerging technology such as drones and automated vehicles), personal injury and wrongful death, medical malpractice, insurance defense, commercial and business litigation, probate litigation, estate planning, and landlord/tenant disputes. Troy is a published author in various periodicals and blogs, including Arizona Attorney, American Bar Association: Corporate Counsel News and Developments Section of Litigation and Product Liability Section of Litigation, and Jurimetrics: The Journal of Law, Science and Technology.

Troy graduated Summa Cum Laude from Grand Canyon University with a B.B.A. in International Business. Troy also holds a Masters of Public Affairs from the University of Texas at Austin. He acquired his law degree from the Sandra Day O'Connor College of Law at Arizona State University and, while in law school, Troy was a Willard H. Pedrick Scholar and was on the Executive Board for Jurimetrics: The Journal of Law, Science and Technology serving as Production Editor.

Prior to becoming a lawyer, Troy was an active duty Naval Aviator and Assistant Professor of Naval Science at the University of Texas at Austin. He still serves in the Naval Reserves holding the rank of Lieutenant Commander. Troy has a commercial instrument flight rating for single engine fixed wing and rotary wing aircraft.

Troy is a member of the Defense Research Institute, Maricopa County Bar Association, and Sandra Day O'Connor Inn of Court.

Cheryl Dunlap

Ms. Dunlap is a certified paralegal, earning her B.S. from Arizona State University in 1985 and receiving an ABA approved paralegal certificate in 1992 from Phoenix College. Her background includes in excess of 30 years of experience in transactional projects, insurance defense, personal injury, construction defect and commercial litigation. Ms. Dunlap has been with Langley Law Firm since 2008.

Carolyn Emson

Carolyn Emson is originally from Vancouver, British Columbia and graduated from Capilano College with a Certificate of Specialty in Tort Law. Ms. Emson has been a Certified Legal Assistant in excess of 30 years both in Canada and in the United States. She is a Notary Public in and for the County of Maricopa and has experience in the areas of personal injury, insurance bad faith, uninsured and underinsured motorist claims, business litigation, debt collection, Estates, probate and trust litigation, minors’ conservatorship matters and product liability cases. Ms. Emson has worked for a variety of large and small firms through her career and was the lead assistant at a number of those firms. Carolyn has been a part of our team since January 2012.


Lisa Filkins is originally from Montclair, New Jersey and brings more than 15 years of legal administrative experience to the Langley Law Firm. Lisa has worked in law firms in New York City, Washington DC and the Phoenix Metropolitan area. Lisa assists the attorneys and paralegals on case projects and maintains the files. Lisa joined Langley Law firm in 2017.
